Because Dol Amroth represents the fiefdom of Belfalas, not just the city itself, presumably.

Also remember that fodder orcs are for most orcs.  There is no reason why, say, the Black Uruks of Barad-Dur can't be armoured like decently-armoured human troops.

I'm not sure how faction-strength calculations are made, but they shoudn't be simply linear.  I'd recommend having three formulae for each faction:  Here's how it might work in psuedocode.

case strength <= 2500 && strength > 0

addStrength = 75 + (0.02*Strength)
strength = strength + addStrength
end case

case strength > 2500 && strength <= 5000

addStrength = 125
strength = strength + addStrength
end case

case strength > 5000

addStrength = (375 - (0.05*strength))
if addStrength > 0
{ strength = strength + addStrength }
{ strength = 7500,
factionMighty(2, faction)
}  // Capping faction strength at 7500, and incrementing the faction mighty variable which leads to special faction-related events caused by the faction being quite strong.

end case

We also need more special events, but I'm assuming they're coming.  It would really add to the feeling of inevitability if you win quite a number of good fights against mordor, and then events trigger where Mordor gets lots of extra power and extra armies come forth.  Remember, The Free People's winning the war should be all but impossible.

Don't forget to spread the nerfs around a little bit, many of the better good troops are a bit too effective on the battlefield, not just elves being full of beans.  There is too much difference between them in auto-resolve and while fighting, but that's inevitable.

I'm not certain if this is a bug, but there's some Mount Gundabad orcs wandering around North Ithlien.  I'd guess they're getting the wrong set of waypoints, as every faction is alive in-between us.
Some stragglers i guess. Maybe they got all the way down there, running from some pursuers. MB parties can traverse vast distances this way, if speeds are equal

There were several groups of them.  Certainly possible even so, but I'll go check and see if there are any pursuers around.

There's definately something going on in my game.  Three or more groups of them, along with a few Dol Guldur war parties.

Managed to get stuck inside a Mordor-controlled Cair Andros after being allowed past the beseigers and captured in the resulting battle.  There is no way to leave or pass time, and the city is properly orc-controlled... except I'm walking around, and can buy orc-gear from the merchants in town.  (With Gondor resources)  The Barracks leader brings me to a Gondorian with a small number of troops and no-one to spare.

Also had an interesting conversation with Gothmog, who was in charge of the seige.

Turning on 'Use Pixel Shaders' and turning off AA from the Iron Launcher solved the 'crashing during the war cutscene' problem for me, so the bug is somewhere in there.
Pixel shaders should be always on, we rely a lot on them

Sadly, immediately over-wrote the savefile by accident, so I couldn't test which one it was.

In the Eastfold Castle, managed to get stuck in the second floor after turning tightly coming up the stairs.  I can move freely, but the character is embedded halfway inside the upper floor.
must be some faulty collision mesh. will be fixed next patch
There is also an area with horse stalls near the back of Dol Amroth featuring a large, one-sided rock face visibly facing the wrong way.
fixed in next patch

Two bugs.

Could not deliver supplies to a guild master as the recipient was already used for a 'kill tribal orcs' quest.  No conversation options were there to deliver the supplies.

Later on, after selling the supplies off, the 'supposed to deliver you supplies, but lost the goods' conversation has no response, leaving the game in limbo.

The guild master was in Minas Tirith.

Although it's not a bug, some of the sound levels could be tweaked.  The hawk cry is too loud and too frequent in what scene specifically?, and the quest completion horn is pretty loud.

In some of the Gondor scenes.  It was pretty noticeable in Minas Tirith, and at least one other that's name escapes me.  Not all bird sounds need touching up, though, the seagulls in Pelagir are fine, for example.

One more bug:  Mouseover data should not appear directly under the cursor.
mm, I think this is general MB issue. Don't think we can fix it
